Relationships between Realms
At the start of the campaign, the player of each
Realm can set the general opinion in his Realm about each other Realm.
This is represented by a value from 0 to 20, and corresponds to the
Reaction Table on B205:

The GM can choose the individual opinions for each NPC Realm, set
them equal to the opinion the other Realm has for them, or make a
standard reaction roll. A good opinion about your Realm will improve
trade revenues and make espionage attempts easier, and will create
unrest if the other Realm wages war on you. Opinions can go up through
propaganda, treaties, and regular trade. Opinions will go down through
wars and failed espionage attempts.
