Realm Features

Realm Features are purchased in a way similar to Realm Advantages and Disadvantages. The main difference that only one Feature can be picked from each category. Note that the categories presented here should be considered optional rules - the GM can disallow them, or make up new ones as he sees fit.

Government

Pick the form of government you want for your Realm. See S168-171 for explanations on the various forms of government.

Note that the government packages here tend to represent stereotypes. In the real world, governments may be called one thing (like "Representative Democracy") and be another (like "Dictatorship"). It is perfectly possible to portray various forms of governments with Realm Attributes alone, and the GM may choose to disallow government packages entirely.

Anarchy
-15 points

    -2 to Tractability [-15].

    -1 to Tractability [10].

Dictatorship

Control Rating

Pick a CR for your Realm, from CR0 to CR6. See CII188 for an explanation of Control Ratings.

CR 0: +2 to Aggression [20], +2 to Pluralism [20]
CR 1: +1 to Aggression [10], +1 to Pluralism [10]
CR 5: -1 to Aggression [-10], -1 to Pluralism [-10]
CR 6: -2 to Aggression [-15], -2 to Pluralism [-15]

Population

The population of a Realm has a huge influence on the Realm’s overall power and wealth. The size of the Realm’s population is rated with the Population Rating (or PR). Each 0.1 points of PR costs 5 Realm Points.

PR is a logarithmic value. Each increase of 1 PR represents a tenfold increase in the Realm’s population. To calculate the approximate population, round PR down to the next whole number, and look up the Base Population value on the following table:

PR
Base Population
0
1
1
10
2
100
3
1,000
4
10,000
5
100,000
6
1,000,000
7
10,000,000
8
100,000,000
9
1,000,000,000
10
10,000,000,000

Nowlook up the fraction you rounded off, and multiply the Base Population by the following value:

Fraction
Multiplier
.0
x1
.1
x1.25
.2
x1.5
.3
x2
.4
x2.5
.5
x3
.6
x4
.7
x5
.8
x6
.9
x8

Thus a Realm with a PR of 5.4 (270 Realm Points) would have a population of approximately 100,000x4 = 400,000 inhabitants.

Technology Level

The overall Tech Level is subdivided into several Area Tech Levels (ATL) that are divided into two groups: Physical Technologies and Biological Technologies. The ATLs and their Realm Point costs are as following:

Physical Technologies:
  • Physical Science    20/level
  • Materials    10/level
  • Energy    10/level
  • Information    10/level
  • Vehicles    10/level
  • Weapons    10/level

Biological Technologies:
  • Biological Science    20/level
  • Medical Technology    10/level
  • Environment    10/level

The Materials, Energy, Information, Vehicles, and Weapons ATLs may not be higher than the Physical Science ATL+2, and not lower than the Physical Science ATL-4. The Medical Technology and Environment ATLs may not be higher than the Biological Science ATL+2, and not lower than the Biological Science ATL-4.

For a full write-up of the various ATLs, see GURPS Traveller: First In, pages 108-117.
